Statute 1 of the criminal correctional code of the Russian Federation of 21 January 1993 forbids the use of penal labour for profit. The Russian Federation, like the Soviet state before it, upholds its right to make detainees of the criminal justice system undertake work and requires labour colonies to be self-financing, for which purpose penal labour may be used. However, conditions of labour have to be governed by normal labour legislation (excluding the right to strike) and exclude certain categories of prisoners (such as class 1 and 2 invalids and pregnant women).
